The Design Review app is a separate application and requires a separate license. It is included in the Organizational Security Package.
The Design Review app is currently available for beta testing. To add your name to the beta test list, fill out the "Try Now" form on this page. If you have the Organizational Security Package, you should see a "Design Review [beta]" tab on the left menu when you open a project.
No. The Organizational Security Package is not required for the beta test or the trial of Design Review.
